Throttle cable not functioning correctly

Does anyone have experience with how the throttle linkage (on top of engine) returns to its starting position? When the throttle handle is turned, the cable rotates  the throttle linkage on the engine as it should. Need to manually rotate the linkage back to get the handle to operate again. It does not appear  that there is a kink in the line. It appears that there should be a spring that assists  the linkage to return to the starting position. Is this true? I have a difficult time seeing the linkage assembly and could really used some feedback from someone who can guide me in the right direction. Is there a spring  that I should be looking for?

the spring is in the tower of the carb.
the inner cable may need to be lubed or is stretched out too much
or may need replacing.
