101S offroad

Just purchased a second hand 101s and put E10 into it and it wont go 
Realise what i will have to do and yep a expensive mistake
Can anyone tell me where i find the comliance plate and find out the actual year
Previous owner was a bit unsure of the year

if it says 101s on the side of the scooter its a pre 2005.
vin numbers are on the frame near the center column
usually under that plastic bit  and on the rear of the motor
