Had my TGB stored in the garage all winter - I have recharged the battery, changes the spark plug and it won't start - can't even start it with the foot crank...any ideas?

Good fuel? did you drain the carb? plug wire on tightly?
Does it have spark? and of course the classic
"is the kill switch off" question.
You can give it a tiny shot of starting fluid if its going  to fire
that will do it...a word of caution just a tiny shot is all you need.
because it strips the oil away down to the metal.
i use it to clean oil from the concrete floor.
Plus it has been known to blow the head up on some cheaper scooters.

I replaced all the gas in the gas tank...don't know how to clean the carb - easy? Starting fluid in the gas tank?

ok  find the drain screw on the carb  its on the bottom of the carb
at the fuel bowl look for a hose or a pipe like casting
 open the screw and let drain then start the motor( crank it over for a
couple of seconds and let bowl drain again).
 
as for the starting fluid it is a spray can like spray paint.
 just a tiny shot( pssst )  will do and it goes in the air box port.
