Air flow restriction

Apparently my dealer is still a little green. . . Even though  they claimed to do a thorough prep on my scooter, I have had enough little tweak issues that I have started to go through things more carefully. The good part is that I am learning a lot about my scooter!  ;D One of the things they forgot to do was oil the air filter. I cleaned it, let it dry, and then made sure it was impregnated with 90w oil. I squeezed all the excess oil out and put the filter back in place.

It might be my imagination. . . but I think I lost a couple of mph off the top end and some power going up hills after this. Does the oil in the filter end up restricting air flow a little bit? If so, is there anything I can do to safely open things up a little bit?

At guess i would say thats what has done it, the engine would probably not be breathing as easily as it was before now that you have introduced oil to it.

 wash the filter in gas ,dry,
and mix about 1/3  30wt oil  to 2/3 gas
 blot /squeeze  dry

most stock filters have some oil in them 

perhaps the mix needs to be adjusted???
adjust the mix screw to make your scooter run fast then adjust the idle as needed
