2008 TGB R50X Top-speed / rev limiter problem

I've purchased a 2008 R50X and I'm experiencing problems when I reach top-speed. The engine seems to cut-off when the RPM reaches apx 10k. The rev limiter causes the engine to "block" before top-speed is reached. This is a 50cc with top speed of apx 50 km/h.

Anyone knows where to start?

No, I'm quite new to this forum.
I know of the rev limiter and the different CDI's, but it seems to be cutting power even when running on flat/uphill with max throttle. I would expect it to be stady in speed/rpm and only when running downhill cut-off power. I was told there were 6 rotating weights mechanically adjusting speed/rpm that can be worn out. Is this anything to continue looking at?

Can I change anything to get more RPM? I cant get past 8000 as its restricted CDI but are there any other ways?

sorry, no unresticted CDI's for the R50x at this time.
