07 with 2200 miles, was sitting in a shed for 4+ years. This was my best friend's, who passed away before it was put into storage, so im really wanting to get this running again.

Ive replaced the battery and added new fuel and oil to their respective tanks. After kicking the crank, it runs for 5-30 seconds then dies out. It will also die if I try twisting the throttle. I can take a short video if needed. Any thoughts?

start by
cleaning the carb  really good ,check that the idle jet is clear.
clean the air filter ,wash with soap & water , dry really good.
then soak in 30% oil / 70% gas mixture and
let gas evaporate  before starting motor.

let me know what the outcome is

Thanks oily! The air filter seems practically new and seems clean but ill def try that. I let it sit a while and just cranked it again. It idled much better (more stable) for about 2 min but it died again as soon as i moved the throttle. Ill get to the carb and idle jet asap and let you know. Btw, i see you have a shop. Any recommended items for something that sat so long?

at this point just cleaning and get it running
then its maintenance and/or upgrading the parts
i'd be happy to get you what you need. .

you might add some seafoam to the fuel after you clean
the carb  . 4 years is long enough to have the fuel turn
to zombie blood!

Ok so i finally got my hands dirty and pulled the carb out. Surprisingly, the hoses are in great condition and arent clogged. However, im not sure if i need to pull the carb apart any further, in order to get to the float. If i do, i obviously have to get a new gasket, etc. but then i thought i could possibly drain it by taking the screw out, near the carb drain tube...but it won't budge! Started to strip!

Ive got it on my porch at the moment, curious about what the next step might be. If i need to crack open the bottom half and clean it all by hand, do you have a little kit i could get shipped here (gasket, cleaner etc)? Im in Atlanta and there arent many scooter places near me (conveniently). Maybe i should skip cleaning further, because everything looked good so far and seemed to be drained?

Ps ive taken photos if it helps

go to the auto parts store or big hardware  store and
buy some spray carb cleaner
remove the fuel bowl screws; carefully look at the
the joint between the fuel bowl and body of the carb
for a notch to put in a small screwdriver. twist the screwdriver
to separate the two parts.
if you do it like that you don't need a new gasket
remove the 2 jets and spray all passages and jets with the cleaner
and let the jets soak in the fluid. use compressed air in the passages
make sure you can see through the jets before re installing them..

OVER DUE UPDATE!

I found a local store - at their suggestion, I had them get me a new carb because it was relatively cheap...turns out to be a little different and I don't have all the aftermarket adapters (yet). I put old carb back on and have a local guy come take a look at it.

We spent about an hour cleaning and tweaking the old carb. After removing the air filter box, he puts his hand over the port and adjusts the air/fuel ratio - BADABING! It's running! Put the air box back on, and it dies out  :( Seems that forcing a heavier vaccuum into the carb draws out enough gas from the line but the amount of air getting through with the air filter box attached is too much...basically, everything is pointing to the fuel pump being clogged, as its trickling gas instead of a healthy flow.

SO we have 2 options: 1) Replace the fuel pump (Peacock, he called it?) and use the old carb. 2) Replace the fuel pump and use the new carb. The new carb, however, is, as I'm told, a performance aftermarket. Here is a picture: http://www.google.com/url?sa=i&rct=j&q=tgb+carburetor&source=images&cd=&cad=rja&docid=mQlOoO2yDk41VM&tbnid=8wBmZipgeNDG1M:&ved=0CAUQjRw&url=http%3A%2F%2Fwww.amazon.com%2FCarburetor-Version-2-Stroke-1PE40QMB-Qingli%2Fdp%2Fimages%2FB008ACYKZQ&ei=D2J9UeSSKoa08QT6noGgAw&bvm=bv.45645796,d.eWU&psig=AFQjCNGnEko8NxSw6PZPlS0PJO1QYV3_RA&ust=1367257969374049.

At first, the port on the right side (air intake) was too big but we got a sleeve to adapt. Now, the sleeve on the left doesnt fit properly and, if I use the new carb, I have to get a new hose/sleeve.

Would you guys recommend using the old carb, now that its cleaned and seems to run ok, or the new? Either way, I need to find the fuel pump and I might as well get a new airbox for the filter (brackets that hold it in place were broken). Where can I get these?

Thanks for your help!

how to test a vacuum fuel shut off:

remove  fuel line from the carb and put in a bottle
remove the vacuum line from the carb and suck or use a syringe
on vac line you should see  fuel flowing  into  the bottle.
