Starter issues

I have a three-wheeled vehicle made by Trigger cars in Holland. In the USA, a company call GoCar Tours imports these and uses them for sight-seeing tours. This vehicle has a 49cc TGB engine and CV transmission (same as TGB Key West as I am told).

This vehicle will not start. I have done the following:

1. Turn key to ON position, press brake, press starter button.
2. Starter motor turns.
3. (I took the CVT cover off to see this) Pinion gear "jumps out" to catch the starter gear (flywheel) to turn slightly but quickly jumps back into original position.
4. Pinion gear assembly continues to spin until I release the starter button.

Can anyone tell me where to look next? Is the pinion gear assembly bad? Does it need to be lubricated? Is it another part that I need to focus on? If I can only get the pinion gear and the starter gear (flywheel) to mesh long enough, I am confident that the engine will start.

Any thoughts...?
