So I took off the seat, to get at the engine.

Sucking on the vacuum hose that's supposed to allow the gas to flow into the fuel line gets SOME gas to drip into the fuel filter, but not much.

Tried BLOWING into the hose, to see if that would do any good.

After a while, I put things back how they were, it started, and I nursed it along for a half a mile, and then it was good to go full speed, the rest of the way home.

Since I'm not familiar with what happens at the upper end of that vacuum hose, I'll believe almost anything.

Is the problem more lilely THERE, or in the carb?

you can test the shut off valve...
remove both fuel and vac hoses
put fuel hose in jar  apply vac to
vac hose < i use a syringe from a craft store >
fuel should keep running out fuel hose

replace plug  if used more than 2-3K miles

check vac hose for leak

finally clean  air system ,carb and fuel system

Thank you for the info.
So, maintaining neg pressure on the vac line should cause gas to CONTINUE to drip out the gas line?

I'll see if that's what's happening.

Today, I was zipping along, between 30 & 40 MPH, when it just went sput, sput, DIE!
Pulled off the vac line, sucked on it a while, poked a bit of nylon fishing line down into the brass connector.

It started up easily enough, but revving the engine high caused it to die.
So I would give it a LITTLE gas, let off right away, push with my feet, get 4 or 5 feet, rev, let off, push.
Got to the top of a long downhill, got it rolling down, and after that, I was able to keep it at 30 MPH, until fairly near home. Then, got it up to about 40. And it kept running.

I'm going to pull, soak, and clean the carb.
And, while I'm at it, may as well wash the air filter.
Any other advice you have would be greatly appreciated.

yes gas should keep flowing until you remove the syringe
provided you have a good seal to the hose.

 you did change the plug?

always use premium gas and if you can find it use non ethanol
normal gas(w/ethanol) will attract water the longer it sits the more water
besides rusting your tank water moves around as you go uphill it goes to
the back of the tank  and vice versa on downhill and can go into the fuel
intake line. if your scooter is going to sit for the winter and you live in a
really cold or moist place drain the tank , or put gas dryer or stable
 in it(w/ethanol gas only).
