SOS! tgb hawk 50 doesn't work

Hello everyone.
I'll try to sum my problem in a nutshell.
For some reason,my scooter engine isn't getting any fuel.
the fuel and vaccum lines are ok and without leaks, the carb is fine and clean (dismounted and clean all holes and jets 3x already), it has pressure, spark and fuel in the carb.
but it won't start with electric nor kickstart.
if i put fuel directly in the spark plug hole, it kick starts and holds for a few seconds but dies after burning that small amout of fuel.
please let me know whatelse i can do, as no mechanics in my area want to touch an asian brand scooter..

go buy a syringe at a craft shop they are sold for applying glue or silicone.
ones i use are about 5-6" long and about 1/2" in  diameter .

so, first check your vacuum shutoff is working and allowing fuel to the carb. 
you will find 2 hoses attached to the carb (usually the fuel is a tiny bit bigger than the vac)
one is fuel and the other is vac you will know which is which  when you remove them.
make sure the other end of the vac hose is attached to the shutoff
put the fuel line in a clean jar or coke bottle '
next put the syringe in the carb side of the vac line-- push it on tight.
now pull on the plunger on the syringe to create a vacuum .
you should have a good flow of fuel out of the fuel line-- it should continue to flow
if it stops or no fuel at all  you may have a cracked hose--
if no fuel you have a issue with the shutoff.

1st of all let me thank you for answering.
i rechecked and replaced all the fuel and vaccum lines and finally manage to start it by kick. fuel is flowing, carb is full and after a few minutes running, the battery is strong enough for it to start with the electric as well. (good news!)
the problem now is that whenever it runs at more than 40 kph (25mph) it stalls and chokes.. after a couple of seconds it regains power but for it to run continuosly, i have to keep it under that  (annoying) speed.
Any thoughts on what may be the cause?

firstly, clean the air filter.
wash with soap & water ,dry really good .
soak in 2T oil and gas mix 50/50 and
blot then let gas fume off and replace.

carb may need to be adjusted or cleaned
but running it for a while might help clean
and then there may be no need to adjust.

always use non ethanol fuel, highest grade (90+).
ethanol fuel will attract water in about 45-60 days.

i dump all the spammers daily that try to register for accounts.
and i check the home page for changes; a legit post or russian spammer.
