The plug looks normal (a brownish color). I was told by a friend that the muffler was bad but, I wasn't going to buy one if that wasn't it. Plus i'm having a hard time finding a performance one for that engine.

Air filter is a option.
http://whidbeyislandmoped.com/cart/index.php?main_page=index&cPath=16
Up jetting is a must with pipe &/or filter.
http://whidbeyislandmoped.com/cart/index.php?main_page=index&cPath=10
Plug it with a bolt or something.
Remember your scooter will get real loud when you put on a filter
some guys think it makes more noise than the pipe does.
the stock carb is a 13mm with a #60 main jet.... small jet for a 13mm
for comparison vinos have 65 as stock in a 12mm carb.
the 60 is part of the restriction.

What about the rubber hose off the pipe? Is that something that I just leave off and what does it do?
Sorry for all the questions I don't know to much about the 2 stroke motor and don't want to blow it up. Thanks again Harry for all your help

Plug it with a bolt or something. it is part of the emission control
basically it sucks the tank vapors into the exhaust .
are you sure the shock is not adjustable ? it shows it is in the parts
books

I'm not sure. I wasn't given a manual with the scooter. Thank you for the info on the rubber hose I will have to do that.

heres the link to your owners manual...
http://www.cobrasales.com/docs/TGB%20Laser%2050%20-%20Owners%20Manual.pdf
and the service manual to all the 50cc TGB's...
http://www.cobrasales.com/docs/TGB%20Service%20Manual%20-%20101S%20(BH1)%20-%20303R-50%20(BR1)%20-%20Delivery%2050%20(BK1).pdf
all the other 50cc TGB's have a adjustable shock yours should too unless its just too old
i think if you look real close at the shock behind the air box you will
see a funny kinda stepped bunch of half circle cut out deal at the
bottom of the spring, that is the adjuster.

The little screw next to the big knob on the carb. is that to richen the fuel or does it change the air? And am I safe to turn it counter clockwise to richen it up?

yes its the mix screw .
adjust it and check you plug for good color.
you might want to remove the tiny #60 main jet and goto
a #65 or so.
