battery fuse blows when key is off

When a new fuse is installed it blows as soon as connected even with the key off.  New battery installed. no lights will work without scooter running. no . power to starter (must kick start) turn signals do not flash just click. Any one have a suggestion

check connections at the regulator/resistor  make sure they are solid.
check for shorts , you must have a major one .
disconnect one starter cable and see if you still are blowing fuses.
sorry but electrical problems  like this are the hardest to find and fix.
other than that you will just have to look.
