if you can put starting fluid in the carb and it will start ,it
is a fuel related issue or dirty carb ~
you might want to drain the tank ,put the fuel in
your car and put fresh gas in the scooter

i find lots of water in scooters tanks this time of year
even some that have had stabilizer which  doesn't remove water

when that happens  i take a break have a coke ,snack or chips and beer!
and then go back to it ,,,
check the drain screw .. remove it and screw it in again .. m

seafoam is a good product  & it will help  but nothing
beats a good cleaning if its needed .

the last one i worked on had about 6-8 oz of water in the bottom
of the tank. no amount of heet or seafoam will take that much out...
completely draining the tank is the only way if you have water...
and the fuel  filter needs to be renewed .
